The Cycle of Conferences initiative will be holding the forthcoming UN Conference on Financing for Development in the light of the group gaze. The intention is to visualize a lighted seed of ‘will energy’ pouring into the heart of the thinking, negotiating and planning that will take place during this vitally important event. Governments will be setting out how they will achieve their goals on poverty elimination and sustainability – focussing particularly on what financial energy will be needed to meet the goals and how that energy will be generated.

The Addis Ababa conference is the third in a series of Finance for Development events. The second held at Monterrey, Mexico, in 2002 was more successful than most ever envisaged. In the Monterrey Consensus, for example, economically wealthy countries agreed to ‘make concrete efforts towards the target of 0.7 percent of gross national product’ as Official Development Assistance.
